ABOUT iACT

 iACT has proudly served Refugees for almost 30 years. Our refugee program is one of our largest programs. We have federal grant contracts with the Texas Office of Refugees (TXOR) for our English Language and Youth Mentoring program, and the United States Committee for Refugees & Immigrants (USCRI) for our Health & Wellness program. These contracts total over $2 million in grant funding, enabling us to serve refugees for the first five years they are here. Our grant makers assure us that our funding is secure. However, the federal reimbursement portal has been closed since January. Our grant makers cannot access the portal, so they cannot reimburse us for our grant expenditures. Our grants are reimbursement grants, meaning we incur the expenses before we receive the payments. Because the reimbursement portal is closed, we have not been paid for work completed in December and January, in the amount of $250,000.00. We believe that the portal may open by the end of March. If the funding is not made available by the end of March, we will need to humanely let refugee program staff go and dramatically scale back our services. We hope to furlough employees and bring them back when we stabilize. Should that happen, we will rely on volunteer instructors, so we can continue providing services to refugees. The Refugee Program is at the center of our mission, so we will work to scale it back up as soon as possible. We need gap funding in order to weather the next two months while we reorganize. We’ll need help meeting payroll and covering our operational expenses for the next two months, so we don’t encounter an inability to meet our obligations in March and April.
